Human Resources Manager
Our client is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. Their organization is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. Our client is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products. As the Human Resources Manager, you will be a key advisor and right-hand support to the Chief Human Resources Officer (CHRO). Our client expects you to bring expertise in handling a diverse workforce, including staff, unionized, and hourly employees within a refinery or manufacturing facility. You must be a leader capable of developing and enforcing effective HR policies and ensuring accountability across the organization. As the successful candidate, you will be a strategic partner, providing responsive, knowledgeable guidance to senior leadership and making impactful decisions with confidence and insight. This is a hands-on position where you will engage across the organization to solve current challenges and improve processes.
To thrive as the Human Resources Manager, you should have:
- Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s degree highly preferred).
- 10+ years of progressive HR experience, preferably in operations or employee relations within refinery or manufacturing settings with multi-site/multi-state, matrixed environments.
- Proven ability to work with executive/senior leadership, build high-performance cultures, and lead in complex employee environments, including represented workforces.
- Solid knowledge of HR best practices, employment law, regulatory compliance, and compensation/benefits administration, particularly in the Oil and Gas or similar industries.
- SPHR, SHRM-SCP, or equivalent credentials preferred, with proficiency in Microsoft Office Suite and prior experience with Professional Employer Organizations (PEOs) desirable.
- Union experience is highly preferred.
Your responsibilities as the Human Resources Manager will include:
- Develop, implement, and enforce HR policies, ensuring legal compliance and alignment with company culture. Maintain up-to-date knowledge of employment laws and regulations.
- Manage payroll for all employee categories and oversee the administration and compliance of 401k plans, ensuring accuracy and adherence to labor laws.
- Lead employee lifecycle programs, including talent acquisition, onboarding, career development, performance management, training, compensation, rewards, and DEI initiatives.
- Mentor and delegate responsibilities within the HR team, ensuring accountability and achievement of key performance indicators (KPIs).
- Draft and manage staffing and HR budgets and collaborate with external partners, such as Professional Employer Organizations (PEOs), to optimize HR services.
