Senior Communications Advisor & Deputy PIO
PEMEX Deer Park is seeking a Senior Communications Advisor & Deputy PIO to take a leading role in driving strategic internal communications that inspire, inform, and engage our workforce. Reporting to the Director of Communications & External Affairs, you will help manage crisis readiness programs, serve as Deputy PIO in the Emergency Operating Center, and deliver high-impact communications initiatives that strengthen corporate culture, employee engagement, and organizational reputation.

PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas that operates across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crude oil, producing high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd-party chemical facilities, enabling further integration and optimization of the refinery and its products. To succeed as a Senior Communications Advisor & Deputy PIO, you must have:
- Bachelor’s degree in Communications, Public Relations, External Affairs, or Multimedia Production, with a minimum of 10 years of experience in internal/external communications, multimedia production, and crisis/incident response.
- Solid PIO experience with NIMS ICS certification required; site-based or Emergency Operations Center communications experience preferred.
- Solid expertise in multimedia content development, Intranet and social media management, analytics, and digital collaboration tools (Microsoft 365, Adobe Creative Suite, Canva).
- Solid interpersonal, negotiation, and communication skills, with the ability to influence at all organizational levels, maintain confidentiality, and perform in high-paced, high-pressure environments.
- Solid knowledge of AP Stylebook, experience in energy or manufacturing environments preferred, with Spanish proficiency and the ability to travel or commute to PEMEX Deer Park within one hour desired.
As a Senior Communications Advisor & Deputy PIO, you will:
- Develop, implement, and manage dynamic internal communications programs, including eNews, Intranet, Digital Signage, town halls, and visual content, to engage employees and contractors and support business priorities.
- Serve as content manager by sourcing, creating, and maintaining editorial calendars and materials that drive a values-driven, safety-focused culture.
- Advocate for positive change and enhance site culture and reputation through strategic, collaborative communications that inspire and empower colleagues.
- Establish metrics to measure the reach and impact of internal communications initiatives and continuously improve programs based on industry best practices.
- Serve as Deputy PIO during crisis or incident response, contributing to communications planning, training, and Emergency Operations Center activities.
