Senior External Affairs Advisor & Deputy PIO
PEMEX Deer Park is seeking a Senior External Affairs Advisor & Deputy PIO to lead this high-profile role to shape and execute external communications, community engagement, and crisis response strategies. You’ll serve as Deputy PIO during emergencies, manage media relations, and strengthen partnerships with key community and industry stakeholders. About Us:
PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas that operates across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crude oil, producing high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd-party chemical facilities, enabling further integration and optimization of the refinery and its products. To succeed as a Senior External Affairs Advisor & Deputy PIO, you must have:
- Bachelor’s degree in Communications, Public Relations, External Affairs, or Multimedia Production, with at least 10 years of progressive experience in communications, media relations, stakeholder engagement, and crisis response.
- Solid PIO experience with NIMS ICS certification required; experience in site-based or emergency response communications preferred.
- Proven expertise in multimedia production, digital content management, and analytics using Microsoft 365, Adobe Creative Suite, Canva, and social media platforms.
- Solid understanding of AP Stylebook, strong writing and presentation skills, and the ability to communicate effectively across all organizational levels and external audiences.
- Experience in the energy or manufacturing industry preferred, with Spanish proficiency and the ability to travel or commute to PEMEX Deer Park within one hour strongly desired.
As a Senior External Affairs Advisor & Deputy PIO, you will:
- Partner with the Director, Communications & External Affairs, to develop and execute external communications, media relations, and community engagement strategies that strengthen PEMEX Deer Park’s reputation and stakeholder trust.
- Serve as Deputy Public Information Officer, supporting crisis and incident response communications planning, training, and real-time coordination during emergencies.
- Lead proactive media relations and social media strategies, ensuring consistent, transparent, and timely communication across multiple channels.
- Build and maintain strong relationships with community partners, schools, and industry organizations to advance outreach initiatives and social investment programs.
- Measure the effectiveness of communications and community initiatives through defined success metrics, ensuring alignment with business goals and continuous improvement.
