Talent Management Partner
PEMEX Deer Park is seeking a Talent Management Partner to play a pivotal role in shaping the workforce of a refinery supporting nearly 1,000 employees. You will lead full cycle recruiting and collaborate with HR Business Partners to deliver impactful talent strategies that drive performance and growth. To succeed as a Talent Management Partner, you must have:
- Bachelor’s degree in Human Resources or a related field, with 6–10 years of experience in recruiting, talent management, or workforce planning.
- Solid background in strategic talent planning, candidate engagement, and stakeholder management across complex organizations.
- Experience in manufacturing, energy, or refinery industries preferred, with knowledge of HR compliance, labor relations, and union environments.
- Proficient in ATS, HRIS, and AI-based recruiting tools, with solid analytical and workforce reporting skills.
- Solid relationship-building, communication, and change management abilities to partner effectively with leaders and employees at all levels.
As a Talent Management Partner, you will:
- Collaborate with HR Business Partners to identify skill gaps and create targeted development programs, including leadership coaching, mentorships, and continuous learning opportunities.
- Support the identification and advancement of high-potential employees through stretch assignments and career growth pathways.
- Partner with HRBPs to build robust succession pipelines for critical refinery roles.
- Develop and maintain talent dashboards and metrics to monitor internal mobility, career progression, and program effectiveness.
- Design and implement leadership development and talent programs that strengthen capability, drive engagement, and align with organizational goals.
- Partner with HR Business Partners to identify skill gaps, build succession pipelines, and support career growth for high-potential employees.
- Lead full-cycle recruitment for union and non-union roles, developing sourcing strategies and managing the end-to-end hiring process.
- Oversee onboarding, internship, and internal mobility initiatives to enhance the employee experience and support long-term retention.
- Track and analyze talent metrics, providing insights on workforce trends, diversity, and succession planning to inform strategic workforce decisions.

PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crude oil, producing high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products.
