Program Design and Implementation Manager
Hybrid - 3 days a week in Kerrville, TX
Connective is seeking a Program Design and Implementation Manager to lead our disaster and resilience programs. In this role, you’ll be doing hands-on work to enact program work plans and ultimately solve complex problems at the intersection of nonprofit programs, government services, and philanthropic investments. Program Managers are core to the Connective team. You’ll play a key role in shaping how we work with community partners to address service access challenges in the wake of natural disasters in Kerrville and surrounding areas. This is a hybrid position and requires travel to Kerrville 2-3 times a week.

Things You’ll Do
- Design, implement, and manage new intake and referral systems for Connective programs that enhance access, client experience and the delivery of social services.
- Think critically about the end-user experience, both related to client interactions with technology and helping clients interact with that technology.
- Collaborate closely with our technology, data, and CRM configuration team to translate client design needs into clear project requirements, set a product vision, and provide continuous direction and feedback for seamless integration and functionality.
- Initiate, set, and execute on program objectives, in collaboration with stakeholders and the Connective leadership team.
- Develop project plans and milestones, manage competing priorities and budget tradeoffs, and escalate risks in a timely manner.
- Engage cross-functional teammates, manage vendors, and train and guide external staff to support program execution.
- Develop hypotheses about opportunities or issues in the program, analyze quantitative and qualitative data, and translate insights into action for continuous improvement and delivery of key outcomes.
- Manage programs in an iterative, Agile way (e.g., adaptive planning, evolutionary development, early delivery, and the continued improvement of projects and programs).
- Understand a complex network of social service organizations, their priorities, and their service capacities in order to proactively solve problems and remove roadblocks.
- Facilitate and lead change management efforts with partner organizations in a collective action model.
- Lead partner relationships, present to stakeholders and partners, make recommendations to leadership about how strengthen and grow key relationships
- Scope and propose new projects including deliverables and recommended staffing.

Your Experience & Expertise
- At least four years of experience in a high-caliber program management, project management, design management, or strategy role (any sector)
- Managed a program or project with a significant CRM or other technology component for all or most of its full life cycle, from design to implementation to outcomes analysis
- Collaborated directly with senior external stakeholders (private, public, or nonprofit)
- Analyzed for outcomes including asking the right questions, using data analysis methodologies and the relevant tools (e.g. formulas, lookups, and PivotTables in Excel)
- Preferred: Experience working with disaster recovery and response efforts (individual assistance) or large-scale, high-volume social service programs (such as COVID-era financial assistance or rental assistance programs).
- Preferred: Experience facilitating inclusive processes (human-centered design or participatory processes with diverse stakeholders) and integrating these with practical implementation.
Your Compensation and Benefits
Your annual base salary range for this role is $76,951-$87,984. Annual bonuses are offered based on your contributions and performance.
You’ll receive a 401(k) employer match of up to 6%. On day one, you’ll have access to quality, affordable health insurance coverage (includes medical, dental, vision, short-term disability, long-term disability, and life insurance). You can also choose to participate in an HSA or FSA. You’ll be encouraged to prioritize your work life balance and will receive 20 days of PTO/floating holidays, plus 11 paid company holidays, per calendar year. If you have or adopt a child, you’ll be entitled to 8 weeks of parental leave at 100 percent of the employee’s regular weekly pay, and an additional 4 weeks at 50 percent. 4 additional weeks may be taken without pay.
